Important tasks of the Central Agency Packaging Register (ZSVR)

The Packaging Act (VerpackG), which replaced the Packaging Ordinance on 1 January 2019, also created the Central Agency Packaging Register (ZSVR). As a public authority subject to technical and legal supervision by the Federal Environment Agency, the Central Body is responsible for the control of distributors and for monitoring the dual systems. 

The task of the ZSVR is also to develop a minimum standard for measuring the recyclability of packaging - and therefore to provide a transparent and standardised instrument for determining recyclability.

Achtung: Registrierungspflicht für sämtliche Hersteller von Verpackungen!

Ab dem 01.07.2022 besteht für sämtliche Hersteller verpackter Produkte die Verpflichtung zur Registrierung im Verpackungsregister LUCID. Diese Neuerung betrifft insbesondere Transport-, Verkaufs- und Umverpackungen im gewerblichen Bereich oder aber Mehrwegverpackungen (gem. § 9 Abs. 1 VerpackG). Aber auch Letztvertreiber von Serviceverpackungen sind zur Registrierung bei der Zentralen Stelle verpflichtet. Das bedeutet: Selbst wenn ein Lieferant von Serviceverpackungen die Systembeteiligungspflicht übernimmt, müssen Sie sich z.B. Imbissbudenbetreiber, Metzgereien, Pizzabäcker oder selbstständige Kaufleute gleichermaßen bei der Zentralen Stelle registrieren lassen (gem. § 9 Abs. 2 S. 2 VerpackG).

Die Registrierung von Verpackungen ohne Systembeteiligungspflicht ist ab dem 4. Mai 2022 auf der Website der Zentralen Stelle Verpackungsregister möglich.

Central Agency (“ZSVR”) – the strict constable of the VerpackG

If a manufacturer does not fulfil his product responsibility for packaging and does not comply with his system participation obligation, the Central Agency comes in play: as a control body, one of the important tasks of the packaging register LUCID is to control the distributors and to ensure a fair and transparent share of the costs for the take-back and recovery of packaging.

A strict approach by the packaging register is important for all first-time distributors, because: not fulfilling one's producer responsibility, which means not participating one's packaging in the dual system, leads to distortions of competition, as the registered distributors share the disposal costs for all packaging placed on the market.

Quantity declaration:

You also report your licensed packaging quantities to the ZSVR. If your packaging quantities exceed certain de minimis limits, you must also submit a declaration of completeness. We will be happy to support you with this!
